Supply of Specialized Vehicles and Associated Equipment

This Invitation for Tenders follows the General Procurement Notice 8424-GPN-47396 for this project which was published at 6 October 2016 on the web site of the European Bank for Reconstruction and Development — www.ebrd.com.

State Communal Enterprise Kostanay Heat and Power Company, hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Kostanay District Heating Project.

The Purchaser now invites sealed tenders from the suppliers for the following contracts, Supply of Specialized Vehicles and Associated Equipment to be funded from part of the proceeds of the loan:

Lot 1: KoDHP-12R-1 – Supply of Excavator;

Lot 2: KoDHP-12R-2 – Supply of High-sided dump truck;

Lot 3: KoDHP-12R-3 – Supply of Dump body truck;

Lot 4: KoDHP-12R-4 – Supply of Road roller with a trailer;

Lot 5: KoDHP-12R-4 – Supply of Minibus;

Lot 6: KoDHP-12R-6 – Supply of Multipurpose loader crane.

The Project is implemented on the territory of Kostanay City of the Republic of Kazakhstan.

These contracts include supply of Specialized Vehicles and Associated Equipment according to the Requirements.

Tenders are invited for one or more lots.  Each lot must be priced separately.  Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders. Tenderer’s proposals shall be submitted for each lot separately.

The estimated completion time under contracts is 6 months:

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of a contract, tenderers must satisfy the following requirements:

(a) Experience as Supplier, in at least 3 (three) contracts within the last 5 years, that have been successfully and substantially completed and that are similar to the proposed Goods.

(b) Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 5 (five) years of not less than

KZT 16,500,000 equivalent for Lot 1;

KZT 18,000,000 equivalent for Lot 2;

KZT 22,500,000 equivalent for Lot 3;

KZT 30,000,000 equivalent for Lot 4;

KZT 11,000,000 equivalent for Lot 5;

KZT 37,500,000 equivalent for Lot 6.

(c) The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow estimated as not less than:

KZT 9,000,000 equivalent for Lot 1;

KZT 10,000,000 equivalent for Lot 2;

KZT 12,000,000 equivalent for Lot 3;

KZT 16,000,000 equivalent for Lot 4;

KZT 6,000,000 equivalent for Lot 5;

KZT 20,000,000 equivalent for Lot 6,

taking into account the Tenderer’s commitments for other contracts.

(d) The Tenderer shall submit audited balance sheets, or if not required by the law of the Tenderer’s country, other financial statements acceptable to the Purchaser, for the last 3 (three) years to demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability.

Upon the written request and confirmation of payment of a non-refundable fee the tender documents may be collected from the office at the address given below or the documents will be promptly dispatched by e-mail to the address, indicated in the written request, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a tender security in the amount not less than:

KZT 110,000 or equivalent in convertible currency for Lot 1;

KZT 120,000 or equivalent in convertible currency for Lot 2;

KZT 150,000 or equivalent in convertible currency for Lot 3;

KZT 200,000 or equivalent in convertible currency for Lot 4;

KZT 75,000 or equivalent in convertible currency for Lot 5;

KZT 200,000 or equivalent in convertible currency for Lot 6.
